Liudmila Tsarova

This research focuses on the legal regulation of foreign direct investments (FDI) in Belarus under the national, regional and global conditions. Given the acute shortage of national investments, the inflow of FDI is necessary for the survival of the state. The economic situation is complicated not only because of the coronavirus pandemic, but also because of the political crisis with internal protests as well as external economic sanctions. Do FDI in such situation bring only good or pose a threat to national security? Should the legislator „protect“ weakened Belarusian enterprises from acquisition by foreign investors and, following the example of most European countries, tighten restrictions on foreign investment? The aim of research is to identify aspects in FDI regulation, which provide the balance between the interest in attracting investment and threat to national security.

Liudmila Tsarova is lecturer at the Faculty of Law of the Belarusian State University (Minsk). Her research interests include international private law, investment law, comparative law, corporate law and integration law.
